Rate of Pay: $60,865 - $64,515 Yearly Position Type: Full-time Status: Open until filled Job Description GENERAL PURPOSE & CLASSIFICATION SUMMARY Under the general direction of the WHITCOM IT Manager, the Information Technology Technician shall be responsible for assisting the IT Manager with technical operations of the WHITCOM Regional 911 Communications Center.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES Assist with the technical operations of the Center, including employee(s) and/or contractors performing technical operations.
Assist with managing and maintaining the Spillman computer aided dispatch system, modules, and interfaces to other systems and agencies.
Assist with the administration and maintenance of the Center’s public safety computer systems.
Assist with the administration and maintenance of the Center’s local and wide area public safety network to include off site and mobile locations.
Assist with the development and maintenance of disaster recovery plans and backup procedures.
Assist with the maintenance of technical systems hardware and software inventory with timed and budgeted replacement schedules.
Assist with the planning and management of technical resources including expenditure monitoring, budget preparation, grant preparation and management, equipment replacement schedules, and professional services contracts.
Assist with the preparation and presentation of information including staff reports, requests for proposal, decision packages to governing boards, management team, user agencies, vendors, and other stakeholders.
Assist with the recommendation, development, and implementation of program and policy changes relating to technical services, processes, and security requirements.
Assist with investigation and resolution of all agency and user agency networking, CAD, and communication issues that are public safety related.
Respond to stakeholder requests for information and assistance with technical systems and services.
Develop and maintain excellent working relationships with all personnel, user agencies, affiliated federal, state, and local agencies, community stakeholders, and the public.
Attend conferences, conventions or other various meetings and trainings to stay up to date on trends in emergency services and technical services, policies and procedures.
Available at various and flexible hours to meet the demands of a 24-hour work environment.
Attend work on a regular and dependable basis.
Perform related duties as assigned.

) Knowledge of: Local Area Network (LAN) and Wide Area Network (WAN) systems, Windows, Linux, VMWare, and storage servers.
Network design, TCP/IP protocols, VPN’s, security, devices, implementation and related networking concepts including principles, practices and technical aspects of networking.
Principles and best practices for relational database configuration, management, security, and backup.
Analysis, design, development and maintenance of network hardware, including servers, routers, firewalls, data switches, T1 and frame relay circuits, microwave, radios, fiber optics cabling, and related devices.
Quality of Service implementations for VOIP (voice over IP), ROIP (radio over IP), and video.
Radio and phone system consoles setup, troubleshooting, and maintenance.
Knowledge of MSAG/GIS maintenance and troubleshooting.
SNMP (simple network management protocol) for network and systems monitoring.
Capabilities and operation of desktop computers, mobile devices, servers and peripheral equipment including operating systems and other software applications.
State and federal laws and regulations regarding public records and data security.
General procedures relating to the gathering and analysis of data and the preparation of reports.
Documentation and record-keeping techniques.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Ability To: Guide individuals and/or groups toward successful project completion by training and obtaining compliance through managing the group process.
Gather relevant information and correctly identify sources of problems and relationships among problem elements through conceptualization and logical thought.
Train using various techniques for adult learners.
Employ a logical response to situations and be able to propose new ideas and methods for getting the job done.
Make clear, effective and persuasive presentation of ideas or facts in individual or group situations.
Work around and with confidential information, and exercise proper discretion in its dissemination in accordance with WHITCOM policy, and with State and Federal law.
Represent WHITCOM in a professional manner via personal, telephonic and written means.
Establish and maintain effective working relationships with co-workers, other agencies and the public.
Organize, prioritize, and expedite assigned work and workflow in an environment of frequent interruptions.
Operate a computer to complete assigned projects within short deadlines.
Work effectively under stressful conditions.
Independently and effectively plan, organize, coordinate, control, and follow-up on several projects of a diverse nature.
Provide quality services in a cost-effective manner.
Physically perform the essential functions of the job.
EDUCATION AND EXPERENCE Bachelor degree in computer science, MIS or a related field with specialized course work in networking and management information systems, associated hardware and software, or a related field; or any combination of relevant education and experience which would demonstrate the knowledge, skill and ability to perform the essential duties listed above.
Preferred: Cisco CCNA or CCNP level certifications; A+ certification; network security experience; or other applicable training and certifications.
Experience managing both technical personnel and projects.
General understanding of networking switches, routers, and firewalls.
General understanding of server management with any combination of Windows, Unix, Linux, VMware or other virtualization software.
General understanding of database systems such as a computer aided dispatch system.
Successfully pass pre-employment background and criminal history checks.
Any combination of education and experience that provides an applicant with knowledge, skill and ability to successfully perform the work will be considered.
TOOLS AND EQUIPMENT USED Typical business office machinery and equipment including, but not limited to: personal computers, servers, printers, scanners, telephones, fax and copy machines, mobile devices, and overhead projectors.
May also be required to utilize other computer networking equipment and software while troubleshooting problems.
