us* _The Staff Engineer requires certification as a Professional Engineer(PE).
This position has been approved to underfill as a Principal Engineer Technician, salary grade 12 for those without a PE certification.
If underfilled, the incumbent will have up to 24 months to become successfully certified as a PE as a condition of continued employment.
At the time of certification, the incumbent will be reclassified to Staff Engineer, salary grade 14.

_ *Basic Function * Under the direction of the Engineering Manager/City Engineer, prepare a variety of plans and specifications for city, state, and federally funded infrastructure projects; prepare project cost estimates; review a variety of in-house and consultant engineering plans for compliance with City standards; oversee the inspection of construction projects for compliance with specifications; supervise and evaluate the performance of assigned personnel; communicate with and assist the public in requests for information and permits.
*Distinguishing Characteristics * In addition to basic duties, incumbents perform skilled engineering tasks for engineering projects and programs.
Incumbents are generally placed in charge of major or multiple projects which are characterized by supervising support technical staff, which may include or consist of contracted consultants.
Work at this level is characterized by the independent application of standard engineering procedures and techniques to accomplish a wide variety of work in the office and/or field.
Incumbents generally serve as full production staff and supervisors.
Incumbents assign work to technical staff through general instructions and the setting of deadlines, engages in ongoing spot-check reviews, aid when problems are encountered, and review completed work.
Staff at this level are tasked to assign, train, and evaluate technical staff.

Prepare a variety of plans and specifications for City-funded and developer projects; prepare project cost estimates and contracts; obtain State and Federal agency approval of projects as required; plan improvement projects related to utility system expansion and upgrading.
Design engineering projects including street, water system, storm sewer, sanitary sewer system, parks and recreation, and other public works construction projects as required.
Perform a variety of skilled project design and project management tasks; prepare and/or review design reports, environmental documents, design estimates, contract plans, specifications, estimates and special provisions using field data and standard design criteria; perform project field reviews; evaluate alternate designs requiring detailed analysis of accident data, capacity studies, hydraulics, etc.
; use work stations to create horizontal and vertical alignment, earthwork, drainage analysis, quantities, cost estimates, technical written text and computer assisted design/drafting; coordinate and review projects with state, highway district, and other agencies; instruct and direct support staff in preparation of quantities, estimates, grades, elevations, maps, plans, profiles, cross sections, details, structural notes and design; direct a crew of CADD operators or perform the most complex automated plans drafting.
Conduct in-depth reviews of standard contract plans, specifications and estimates; review PS&E work done by consultants; participate in writing specifications and special provisions.
Review bids, recommend contract awards and administer contracts, inspect construction sites and prepare pay estimates for various public works construction projects.
Assist the Engineering Manager/City Engineer in the coordination and scheduling of in-house and consultant civil design work and field inspection operations.
Prepare and acquire proposals for quotes from contractors and material supplies for minor public works projects; award contractors or companies as appropriate.
Serve as a lead inspector or supervise inspections on public and private development construction projects to ensure projects are constructed according to approved plans, specifications, and City standards; analyze and interpret plans and specifications; check work for conformance to plans, specifications and special provisions; monitor quantity and quality of materials; ensure accurate documentation; train, lead, and supervise staff.
Review commercial and multi-family site plans for compliance with the parking ordinance; determine appropriate public utilities, roadway, and frontage improvements to qualify lots for building permits.
Review subdivision plats and engineering plans for public improvements required of subdivisions; review development site plans for the building department.
Review plans of consulting engineers for the construction of civil engineering projects for and within the City or for the development of public improvements within the public right-of-way.
Utilize sound engineering judgment to solve a variety of design and construction problems as they arise.
Troubleshoot water, sanitation sewage and storm sewage utility problems; consult with other departments regarding issues or concerns and recommend solutions.
Supervise, provide responsible oversight, and direct the design and field inspection work of one or more engineering technicians as assigned; evaluate the performance of assigned personnel; assign work, explain engineering concepts and principles, and answer questions.
Research deeds, easements and other recorded documents.
Administer the preparation and acquisition of easements, deeds, agreements, permits, and licenses as required for public works construction projects; assist City staff with the preparation of development agreements.
Respond to public, contractor, and co-worker questions; retrieve information from maps, files, or other City records as necessary.
Respond to questions regarding City policies and requirements regarding development of public improvements; Communicate with various City departments, City Council, and outside organizations to exchange information, resolve issues or concerns, and coordinate activities related to project development and related activities.
communicate with the public regarding utility operations related to water, sewer, and street departments.
Prepare and maintain a variety of records and files related to project activities; prepare maps and drawings, correspondence, and other documents as assigned.
Operate a variety of surveying, drafting, measuring, photography, recording, office equipment, and tools to perform assigned duties.
*Supervisory Functions * Supervises full-time permanent employees, part-time, and seasonal employees and volunteers.
*Education and Experience * Graduation from high school or GED A Bachelor’s degree in Civil Engineering or other closely related field, an Engineering-in-Training Certificate, and four years’ experience working with a licensed professional engineer.
OR Associate degree in Civil Engineering Technology, surveying, drafting or other closely related field, an Engineering-in-Training Certificate, and six years’ experience working with a licensed professional engineer.
OR An equivalent combination of education and experience that will provide the necessary knowledge, skills and abilities to be successful in performing the essential functions of the position.
*Licenses and Certifications * Registered Professional Engineer.
