MAJOR FUNCTION AND PURPOSE:
This position is responsible for managing the water distribution system, water sampling
required by the Washington Department of Health, Water Use Efficiency report and all
included work that keeps the City in compliance with the Department of Health.
The Superintendent is expected to perform much of the work independently, or as part of a team, but has the flexibility to delegate tasks to others.
This employee is also expected to work as a member of a crew on sewer and street projects.
Will participate in comprehensive cross training programs in the areas outside their specialization.
SUPERVISION RECEIVED: Serves under the direct supervision of the Public Works Director SUPERVISION EXERCISED: May supervise temporary employees.
ESSENTIAL FUNCTIONS: Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this class.
Performs required sampling according to WQMS.
Fills out and submits Daily Chlorination Report.
Ensures that water distribution system is maintained, cleaned, or repaired, in a satisfactory condition.
Perform maintenance on water facilities: Electrical, telemetry, pumps, flow meters, and all buildings Prepares reports for: Water Use Efficiency WATER SUPERINTENDENT DEPARTMENT: Public Works REPORTS TO: Public Works Director May operate light and heavy construction equipment including dump trucks, bulldozers, backhoes, loaders, forklifts, street sweepers, vactors, tractor mowers, and various power tools in a safe and appropriate manner.
Reads and updates water meters.
Participates in the manual labor associated with the operation, maintenance, repair, and construction of the water system.
Participates in the manual labor associated with the operation, maintenance, repair, and construction of the storm drainage system.
Participates in the manual labor associated with the operation, maintenance, repair, and construction of the sanitary sewer system.
Participates in the manual labor associated with the operation, maintenance, repair, and construction of the street system.
Performs routine maintenance on City buildings and equipment.
Removes and controls snow/ice, sands, and plows roadways as needed.
Assists in maintaining all Public Works equipment including all vehicles, tractors, small power equipment, rollers, bobcats, trailers, and other equipment.
Assists in performing seasonal switch over equipment for leaf season, snow season, and asphalt work.
Performs traffic control as needed.
Performs mechanical work as needed.
Performs occasional welding.
Required to be on-call.
Perform related work as assigned.
MINIMUM QUALIFICATIONS: Water Distribution Manager 1 certification High School Diploma or GED, Valid Washington State Driver’s License, Must obtain a Class B Washington State Commercial Driver’s License (CDL), First-Aid/CPR Card, and a Certified Flagger’s Card.
Experience in utility construction, operation, and maintenance and equipment operation is desirable.
Experience in heavy construction and road maintenance is desirable.
Ability to lift 75 pounds.
Ability to walk an entire ten-hour shift.
Must have sufficient physical strength and dexterity to operate all public works equipment.
SKILLS/ABILITIES REQUIRED Must have sufficient physical strength and dexterity to operate all public works equipment.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Ability to use and operate Pick-up truck; backhoe; tractor; dump truck; ditch witch; snowplow, swimming pool equipment including chlorination system, pumps, boiler, valves, filtration devices, gauges, etc.
Ladder truck; forklift; pipe tap and die; lawnmower; weed eater; chain saws; bucket truck, blowers; various spray equipment; air compressor, front-end loader; drill press, hydraulic press; miscellaneous power tools for turf maintenance, carpentry, painting, plumbing, electrical, and cement finishing work.
WORKING CONDITIONS: Public Works Employees are expected to perform essential job functions under a variety of environmental conditions including but not limited to the following: o High or low humidity o Dust from asphalt or concrete work o Extreme hot or cold weather when working outside o Loud noise and/or vibrations The employee faces possible exposure to hazardous materials and infectious agents.
Specific visual demands required by this job include close, distance, peripheral, and color vision.
