Exciting News! The Project Management unit is looking for you to become a TLT/SDA Project/Program Manager IV.
In this role you will work as part of the Project Information and Budgeting team and collaborate on the management of systems, that support the delivery of capital projects for the Wastewater Treatment Division (WTD).
You will be a part of Division-wide efforts for streamlining and continuous improvement across business areas including budgeting, scheduling, business planning, performance measurement, documentation and records management to support over $300M per year of expenditures.

What major work items/projects will you be involved with?As the Project/Program Manager IV you will lead the development of data-driven performance metrics and dashboards to improve performance management and reporting to aid project teams and Division/Department leadership in making important business decisions.
You will have ownership of a spectrum of tool sets for Resource, Project, Program and Portfolio management and support software lifecycle development.
The position requires applying analytical and problem-solving techniques to formulate corrective measures then overseeing deployment of solutions.
As the successful candidate for this position, you will be a strong team player with a proven ability to successfully complete assignments, balance stakeholder demands with project and staffing constraints, while building strong relationships in the process.

This position reports onsite on the first day of employment for orientation and on average 1 to 2 days per week in support of the facility-based programs (subject to change based on business needs).
Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.
The primary onsite location is King Street Center (201 S.
Jackson St, Seattle, WA 98104).
This location offers excellent accessibility through multiple mass transit options ensuring convenient and sustainable commuting.

Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.

Responsible for Resource and Portfolio management tools and providing direction for upgrades, maintenance and support.
Provide technical support in developing performance measures using advanced data analytics and business intelligence applications e.
g.
Looker, Microsoft BI and/or Tableau.
Applying analytical tools and techniques across large data populations to develop trends and models for prediction of business performance.
Manage software lifecycle components including scoping, QA and implementation.
Performing business process analysis and requirements gathering for solving complex financial process or procedural/workflow issues and supporting project and program teams in solving issues and implementing results.
Performing process improvements for business systems and associated technologies from planning through execution—examples may include data mining, business requirements gathering, report development, and performance metric dashboard creation.
Assist in managing/coordinating with consultant teams and developing and maintaining project schedules and budgets for work programs.
We would like you to have experience and knowledge in the following: A minimum of five (5) years related business process analysis and improvement experience, which includes facilitation/leadership experience or any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
Understanding of the basic business functions and associated systems of a public capital project delivery (e.
g.
, planning, engineering services, construction, performance metrics, including budgeting, scheduling and resource management).
Demonstrated experience in a large organization or public works agency environment.
Ability to take general direction of an issue and apply critical thinking to formulate and recommend solution paths.
Knowledge of the analysis, design, development and application of business systems and processes.
Skills in research, analytical thinking and collaborative problem solving.
Skills in gathering and analyzing data using a range of business systems and mainstream software tools (Excel, Access, etc.
).
Ability to handle multiple, competing priorities in a fast-paced environment.
Ability to function as an effective team player in an agile, fast paced team.
Strong interpersonal and communications skills.
Excellent written and oral presentation skills.
Skills in working with a variety of individuals from diverse backgrounds and maintaining collaborative relationships.
Desirable (or willingness and ability to learn) Experience in the construction industry, financial industry or a public works agency.
Knowledge of industry standardized process improvement methods and techniques such as LEAN, Six Sigma, etc.
Applied knowledge of project management techniques and methodologies such as the PMI Project Management Institute Body of Knowledge (PMBOK).
Knowledge of group dynamics and change management.
Necessary Requirements - Valid Washington State driver’s license (WDL) or the ability to obtain a WDL or the ability to travel in a timely manner to locations throughout King and Snohomish Counties that may not be served by public transportation.
